    Sir/

    Since I answered your letter on Saturday, I have taken a review of the male inhabitants of this settlement and does not find the 15 of the number on the muster rolls, they are distributed through the province for report some are or fishing.  Others are loitering their time in about Shelburne, and as they are of no service to themselves or the community and considering them and every other settler to be comprehend within the laws of the province.  I have directed the bearer Mr. Limerick Isaac to summons each and every black man and to note their names and in love of refused to report the delinquents to you as I am assisting Mr. Mason in laying of the lands, the board of agents was pleased to render me. 
    My reason of appointing to bearer is that he can write and it fully acquainted with the men that muster's under me I am
